RECRUITMENT ADMINISTRATOR

PERMANENT -PART TIME
–GRADE IV


LOCATION: Elevation Business Park, Ennis, Co Clare


Tenure of Employment
This post is permanent part time - 20 hours per week- 9am -1pm Monday –Friday.

Qualifications and Experience          
The appointee should:
 
  1. Working towards or achieved Minimum Level 6 qualification in Business, Commerce or similar with a major in HR desirable but not essential
  2. Have a minimum of 2 years recruitment experience or equivalent in a busy and demanding administrative role
  3. Have completed a recognised word processing Qualification and computer applications course (Microsoft Office Professional Software)
  4. Be proficient in the operation and use of computers, in particular HR Systems and  Office Professional Software
  5. Have excellent attention to detail and an ability to track information as received from those being processed through recruitment, to allow regular updates to hiring managers
  6. Possess excellent inter-personal skills to contribute positively to the HR department and with hiring managers
  7. Have an appreciation of the needs of people with intellectual disabilities
  8. Have the ability to analyse and interpret information, develop solutions and contribute to decisions quickly and accurately
  9. Have a ‘Can do’ attitude and willingness to relish new challenges, as well as an eagerness to learn and develop
  10. Possession of a “B” class clean Irish Driving Licence is essential.

Desirable
  1. Experience of working in high volume recruitment or in a demanding administrative role
  2. Experience working with applicant tracking systems

This position is a busy role and, while we would be happy to consider a blended working arrangement in the longer term, there is an expectation that the successful candidate will be onsite for a minimum of 4 days per week for the initial 6 month period until they get fully up to speed. 

Remuneration
Salary Scale (pro rata)
€32,297, €34,387, €35,226, €37,346, €39,288, €40,987, €42,631, €44,850, €46,462, €48,085, €48,085, €48,085, €49,589, €49,589, €49,589, €51,103

All new entrants to the Public Service will start at the first point of the above salary scale.

Health
The successful candidate will be required to complete a medical assessment.


Annual leave is 26 days per year.

JOB DESCRIPTION

DUTIES
This is a Recruitment Specialist role including all administration for Recruitment and Selection in allocated Service Areas.  .Work closely with other members of the HR team to ensure that all administrative duties are kept up to date.  Advice and support to Managers in their management of their human resources.
 
Subject to the agreed policies and procedures of the Brothers of Charity Services Ireland Clare Region and under the direction of the Human Resources Manager, the person appointed shall be responsible for the following: -

Responsibilities and Duties:
  1. Uphold and respect the human, legal and constitutional rights of each person supported, recognising their individuality and equality, and empowering them to grow, thereby achieving the highest possible level of personal autonomy
  2. Co-ordinate and undertake all the administration and recruitment activity across the relevant service areas in accordance with the R&S Policy and Procedure and good HR practice
  3. Process vacancies from Request to hire, draft adverts, job descriptions and person specifications for managers review, arrange interview boards, send out and monitor Garda vetting, references and medicals
  4. Issue Contracts of Employment to successful candidates and notify unsuccessful candidates and follow up on HR paperwork as required.
  5. Assist as a member of interview boards when required
  6. Work in a proactive way with managers in developing creative approaches towards recruitment such as open evenings, use of social media and participation at Career/Job Fairs.
  7. Provide support to Managers with workforce planning and staff forecasting
  8. Assist in the production of standardised reports from the HR IT systems to maintain HR reporting processes.  Produce regular and annual HR reports.  Assist in the analysis and presentation of data and HR Metrics
  9. Be proficient in the operation and use of IT, Microsoft Office, Excel, PowerPoint, and comply with obligations under the Data Protection Legislation and Freedom of Information Act
  10. Type Documents e.g. Letters, Reports, Policies Procedures and Guidelines, as required
  11. Prepare files, information and statistics in accordance with requests from Department of Health, Children/HSE, HIQA, Audits and other organisations
  12. Maintain your own knowledge of relevant regulations, human resources policies and procedures, guidelines, good practice in HR to perform the role effectively
  13. Ensure that HR records, HR metrics and statistics are kept up to date.   Ensure HR systems/filing is efficient
  14. Manage HR files and ensure they are maintained in the secure filing area when not in use and that the proper procedures are adhered to in the removal and return of files.  Ensure files area archived regularly or destroyed in accordance with good practice and procedures and legislation
  15. Assistance in the implementation of any HR related projects and undertake project work as required
  16. Ensure consistent adherence to procedures and high standards within area of responsibility
  17. Ensure that good and respectful communications and relationships are developed and maintained with individuals, staff, and volunteers, liaise with professional organisations and external bodies, e.g. HSE, IBEC, BOCSI Regions
  18. Attend mandatory training courses and achieve required standard; keep up to date with HR practice and CPD
  19. Report all matters of concern immediately to the Human Resources Manager, or such other person as the Employing Authority may designate
  20. Be aware of and become familiar with security procedures relating to the premises
  21. Be conversant with existing fire regulations and emergency procedures and participate in the implementation of same
  22. Be conscious of health and safety matters in the work place and in particular to comply with employees’ obligations as set out in the Safety, Health and Welfare at Work Act and Regulations and ensure that the procedures set out in the Safety Statement are implemented at all times
