LOCATION:  LIMERICK CITY

The Brothers of Charity Services Ireland (BOCSI) Limerick Region employs 700 staff providing a range of services to adults and children with an intellectual disability across Limerick City and county and parts of County Clare.  We are a Section 38 Agency funded by the Health Service Executive (HSE)
The Head of Human Resources (post holder) will be responsible for the Human Resources Function of the BOCSI Limerick Region, the leadership of this function and the management of the staff members that comprise this function. The post holder will be responsible for the distribution and implementation of HR and related policies to ensure that the BOCSI Limerick Region complies with National BOCSI Ireland Policies and procedures, all statutory employment and associated law, both National and European.  He/she will be responsible for managing all HR related activities in the Brothers of Charity Services Ireland in the Limerick Region and will participate in and lead, as appropriate, organisational change programmes.

The successful candidate must:
  • Have at least 3 years’ experience working in a senior HR role in a large complex organisation.
  • Have a thorough knowledge of Irish and EU legislation relating to Employment Law.
  • Recognise the equal rights of people with an intellectual disability in society and uphold and respect those rights.
  • Be an experienced people manager able to lead and motivate large teams and have experience working as a member of a senior management team. 
  • Have substantial knowledge and experience in HRM covering a breadth of activities and best in class HRM Practices and Policies.
  • Have demonstrated experience influencing and engaging senior managers, building strong relationships and driving and building a HRM strategy.
  • Have experience in negotiating with Staff  and Unions demonstrating excellent relationship management and influencing skills.
  • Demonstrable management, coaching and consulting skills.
  • The person appointed must have a relevant level 8 or higher degree or equivalent qualification. A level 9 qualification in a relevant discipline is desirable.
  • Experience managing or leading a change improvement program demonstrating Planning and Organisation skills.
  • Demonstrate proven Problem Solving and Analytical Skills and an understanding of the budgeting and financial processes.
  • Have demonstrated Initiative and Multi-tasking abilities along with an ability to work collaboratively as part of a multi-disciplinary team.
  • Be computer literate. including proficiency in Microsoft Office and knowledge of HR Information systems
  • Possess a full clean driving licence

Salary scale: A seven point scale ranging from €76,551 to €92,329

DUTIES
The Brothers of Charity Services Ireland (BOCSI) Limerick Region employs 700 staff providing services to adults and children with an intellectual disability across Limerick city and county and parts of County Clare. 
The Head of Human Resources (post holder) will be responsible for the Human Resources Function of the BOCSI Limerick Region, the leadership of this function and the management of the staff members that comprise this function. The post holder must ensure value for money at all times. The post holder will in conjunction with the National Head of Human Resources and the HR Team provide leadership and expertise in the area of performance management, succession planning, strategic resourcing and culture change. 
The post holder should be flexible in their approach to service delivery and should have the ability to contribute positively towards the on-going development of effective teamwork.
The post holder is required to be familiar with and work entirely within Irish and EU law and their accompanying Regulations as they apply to the position and responsibilities of the post of Head of Human Resources. They are required to be familiar and work within any other statutory regulations and guidelines which place obligations on the Brothers of Charity Services Ireland. The post holder will monitor these statutory regulations and guidelines which change from time to time as new ones are introduced. In particular, the post holder will be familiar with the work within SI No. 367 of 2013, “Health Act 2007 (Care and Support of residents in Designated Centres for persons (Children and Adults with disabilities) Regulation 2013” and the Health Information and Quality Authority (HIQA) Standards of July 2013.
Subject to the agreed policies and procedures of the Brothers of Charity Services, the BOCSI Limerick Region Head of Human Resources shall have the following duties and responsibilities.
1.    Manage, co-ordinate and deliver the BOCSI Limerick Region Human Resources Function and Services.
2.   To act as a trusted and strategic adviser to the services, partnering with the Senior Management/Leadership team to improve organisation and operational performance by delivering key strategic business plans and initiatives;
  1. To work, in consultation with the National Head of Human Resources and the HR Team, in developing and implementing the strategic direction of HR in the Brothers of Charity Services Ireland.
  2. Provide strategic HR direction to the BOCSI Limerick Region Director of Services and Management Team in the context of the overall national HR strategy. 
  3. Actively participate in and promote the management of change within the organisation, driving a culture of empowerment and accountability and supporting the BOCSI Limerick Senior Management Team to effect and implement strategies for change.
  4. To develop and implement, under the Direction of the National Head of Human Resources, national policies and guidelines in relation to HRM ensuring they are fully compliant with legal and regulatory requirements and codes of practice / conduct.
  5. To develop and implement, under the Direction of the National Head of Human Resources, an overall talent management strategy, including performance management and development, talent management, workforce planning, training and development, succession planning and the recruitment and selection process.
  6. As part of the HR Team to review current recruitment and selection processes, including document templates and job descriptions in order to develop and manage recruitment and selection nationally. 
  7. As part of the HR Team to review current line management training and the role of managers in monitoring and developing staff.
  8. Manage and support BOCSI Limerick Region HR staff in their roles including continuing professional development.
  9. Provide management and oversight of the organisation’s Dignity at Work policy and its implementation.
  10. Provide management and oversight of the organisation’s Attendance Management policy and the management of absenteeism.
  11. Provide management and oversight of other key policy areas including Grievance and Disciplinary, Trust in Care, Garda Vetting  etc. within the BOCSI Limerick Region.
  12. Enhance as appropriate the HRM operating model, monitoring HRM service delivery in the
BOCSI Limerick Region and providing insightful recommendation on service delivery improvements.
  1. Develop, monitor and report on key performance indicators in consultation with the National Head of Human Resources and the HR Team.
  2. Liaise with the HSE HRM and other statutory agencies and bodies as appropriate to establish contacts and keep abreast of emerging policy and compliance requirements.
  3. On behalf of the Brothers of Charity Services Limerick Region, coordinate engagement with other agencies in relation to HRM matters.
  4. Liaise with relevant Trade Unions, IBEC, and other appropriate bodies on matters which impact on the BOCSI Limerick Region. Ensure that the Brothers of Charity Services Limerick Region mirror the national position and deal with Industrial Relations issues on a national scale.
  5. Ensure the effectiveness of the Employee Assistance Services and review as appropriate.
  6. Promote a positive Employee Relations philosophy throughout the BOCSI Limerick Region.
  7. In consultation with the National Head of Human Resources and the HR Team review and  develop new policies and procedures relating to HR for BOCSI Ireland.
  8. In consultation with the National Head of Human Resources and the HR Team review  existing HR services, develop and implement plans for centralised and more efficient HR services.
  9. Ensure transactional HRM services within the BOCSI Mid-West are delivered in an efficient and effective manner.
  10. Coordinate the sharing of information, as appropriate, throughout the Services.
  11. Ensure to comply with all HIQA requirements in relation to HRM.
  12. Be responsible for and manage the National HRM budget and any staff working in the BOCSI Limerick Region HR function.
  13. Carry out any further appropriate tasks that may be assigned him/her.

ADVOCACY AND RIGHTS
Promote and respect the human, legal and constitutional rights of each person supported by the Brothers of Charity Services, recognising their individuality and equality.
 
TRAINING AND DEVELOPMENT
  1. Attend mandatory and compulsory organisation training courses and achieve the required standard.
  2. Actively participate in Performance Management as required.

COMMUNICATION
  1. Organise, attend and participate fully at staff meetings as required.
  2. Promote open communication among staff and good levels of staff morale. 
  3. Co-operate and develop and maintain effective working relationships with:
    • Individuals who are supported by the services and their families.
    • All other staff involved in the Brothers of Charity Services.
    • Families, visitors, volunteers and other such personnel who visit.
  4. Operate effectively as a member of the HR team and BOCSI Limerick Region Management Team in promoting the best interest of the Services.
  5. Report all matters of concern immediately to the National Head of Human Resources and the Director of Services of BOCSI Limerick Region.
  6. Develop and participate fully with the implementation of a performance management approaches to achieving the goals of the Services’ strategic plan.

DUTIES
The Brothers of Charity Services Ireland (BOCSI) Limerick Region employs 700 staff providing services to adults and children with an intellectual disability across Limerick city and county and parts of County Clare. 
The Head of Human Resources (post holder) will be responsible for the Human Resources Function of the BOCSI Limerick Region, the leadership of this function and the management of the staff members that comprise this function. The post holder will be responsible for the distribution and implementation of HR and related policies to ensure that the BOCSI Limerick Region complies with National BOCSI Ireland Policies and procedures, all statutory employment and associated law, both National and European. The post holder must ensure value for money at all times. He/she will be responsible for managing all HR related activities in the Brothers of Charity Services Ireland in the Limerick Region and will participate in and lead, as appropriate, organisational change programmes.
The post holder will in conjunction with the National Head of Human Resources and the HR Team provide leadership and expertise in the area of performance management, succession planning, strategic resourcing and culture change. 
The post holder should be flexible in their approach to service delivery and should have the ability to contribute positively towards the on-going development of effective teamwork.
The post holder is required to be familiar with and work entirely within Irish and EU law and their accompanying Regulations as they apply to the position and responsibilities of the post of Head of Human Resources. They are required to be familiar and work within any other statutory regulations and guidelines which place obligations on the Brothers of Charity Services Ireland. The post holder will monitor these statutory regulations and guidelines which change from time to time as new ones are introduced. In particular, the post holder will be familiar with the work within SI No. 367 of 2013, “Health Act 2007 (Care and Support of residents in Designated Centres for persons (Children and Adults with disabilities) Regulation 2013” and the Health Information and Quality Authority (HIQA) Standards of July 2013.
Subject to the agreed policies and procedures of the Brothers of Charity Services, the BOCSI Limerick Region Head of Human Resources shall have the following duties and responsibilities.
1.    Manage, co-ordinate and deliver the BOCSI Limerick Region Human Resources Function and Services.
2.   To act as a trusted and strategic adviser to the services, partnering with the Senior Management/Leadership team to improve organisation and operational performance by delivering key strategic business plans and initiatives;
  1. To work, in consultation with the National Head of Human Resources and the HR Team, in developing and implementing the strategic direction of HR in the Brothers of Charity Services Ireland.
  2. Provide strategic HR direction to the BOCSI Limerick Region Director of Services and Management Team in the context of the overall national HR strategy. 
  3. Actively participate in and promote the management of change within the organisation, driving a culture of empowerment and accountability and supporting the BOCSI Limerick Senior Management Team to effect and implement strategies for change.
  4. To develop and implement, under the Direction of the National Head of Human Resources, national policies and guidelines in relation to HRM ensuring they are fully compliant with legal and regulatory requirements and codes of practice / conduct.
  5. To develop and implement, under the Direction of the National Head of Human Resources, an overall talent management strategy, including performance management and development, talent management, workforce planning, training and development, succession planning and the recruitment and selection process.
  6. As part of the HR Team to review current recruitment and selection processes, including document templates and job descriptions in order to develop and manage recruitment and selection nationally. 
  7. As part of the HR Team to review current line management training and the role of managers in monitoring and developing staff.
  8. Manage and support BOCSI Limerick Region HR staff in their roles including continuing professional development.
  9. Provide management and oversight of the organisation’s Dignity at Work policy and its implementation.
  10. Provide management and oversight of the organisation’s Attendance Management policy and the management of absenteeism.
  11. Provide management and oversight of other key policy areas including Grievance and Disciplinary, Trust in Care, Garda Vetting  etc. within the BOCSI Limerick Region.
  12. Enhance as appropriate the HRM operating model, monitoring HRM service delivery in the
BOCSI Limerick Region and providing insightful recommendation on service delivery improvements.
  1. Develop, monitor and report on key performance indicators in consultation with the National Head of Human Resources and the HR Team.
  2. Liaise with the HSE HRM and other statutory agencies and bodies as appropriate to establish contacts and keep abreast of emerging policy and compliance requirements.
  3. On behalf of the Brothers of Charity Services Limerick Region, coordinate engagement with other agencies in relation to HRM matters.
  4. Liaise with relevant Trade Unions, IBEC, and other appropriate bodies on matters which impact on the BOCSI Limerick Region. Ensure that the Brothers of Charity Services Limerick Region mirror the national position and deal with Industrial Relations issues on a national scale.
  5. Ensure the effectiveness of the Employee Assistance Services and review as appropriate.
  6. Promote a positive Employee Relations philosophy throughout the BOCSI Limerick Region.
  7. In consultation with the National Head of Human Resources and the HR Team review and  develop new policies and procedures relating to HR for BOCSI Ireland.
  8. In consultation with the National Head of Human Resources and the HR Team review  existing HR services, develop and implement plans for centralised and more efficient HR services.
  9. Ensure transactional HRM services within the BOCSI Mid-West are delivered in an efficient and effective manner.
  10. Coordinate the sharing of information, as appropriate, throughout the Services.
  11. Ensure to comply with all HIQA requirements in relation to HRM.
  12. Be responsible for and manage the National HRM budget and any staff working in the BOCSI Limerick Region HR function.
  13. Carry out any further appropriate tasks that may be assigned him/her.

Promote and respect the human, legal and constitutional rights of each person supported by the Brothers of Charity Services, recognising their individuality and equality.
 
TRAINING AND DEVELOPMENT
  1. Attend mandatory and compulsory organisation training courses and achieve the required standard.
  2. Actively participate in Performance Management as required.

COMMUNICATION
  1. Organise, attend and participate fully at staff meetings as required.
  2. Promote open communication among staff and good levels of staff morale. 
  3. Co-operate and develop and maintain effective working relationships with:
    • Individuals who are supported by the services and their families.
    • All other staff involved in the Brothers of Charity Services.
    • Families, visitors, volunteers and other such personnel who visit.
  4. Operate effectively as a member of the HR team and BOCSI Limerick Region Management Team in promoting the best interest of the Services.
  5. Report all matters of concern immediately to the National Head of Human Resources and the Director of Services of BOCSI Limerick Region.
  6. Develop and participate fully with the implementation of a performance management approaches to achieving the goals of the Services’ strategic plan.

FLEXIBILITY

Duties and responsibilities of any post in the Services are likely to change with the ongoing needs and developments of the services. In the course of the employment the post holder may have access to, or hear information concerning the medical or personal affairs of people who are supported by the Services and/or staff, or other health service business. Such records and information are strictly confidential and, unless acting on the instructions of an authorised officer, on no account must information concerning individuals who are supported by the Services, staff, or other health services business be divulged or discussed except in the performance of normal duty. In addition, records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required.
